According to the International regulations each State, regardless of whether it is coastal or land-locked, has the right to vessels under its flag fly on the high seas. Each vessel has the nationality of that State whose flag the vessel received during registration and navigates under that flag.
Flag State conducts Registry Book for the vessels flying its flag. Records are performed in compliance with the Code of the State, and in accordance with the provisions of International Conventions.
Records of the vessels, which has in accordance with the laws and regulations of the State the right to fly appropriate flag, are entered in this Book (Registry) with the name of the owner or owners, or, if it is required by national laws and regulations, with the name of charterer of the vessel.
Flag State has competent Maritime Administration under its control and monitoring. Maritime Administration of this State monitors compliance with the rules and regulations in accordance with international and national agreements, as well as compliance with the legal aspects of shipping. Maritime Administration of Flag State provides:
a) monitoring compliance with international laws and regulations for ships operating under the flag of that State;
b) monitoring the implementation of the ship survey by authorized surveyors in order to comply with applicable international rules and standards;
c) availability of the relevant necessary documents aboard a ship (confirming patent for navigation under appropriate flag, right to property as required by international conventions and agreements, a member of which the State is and etc.)
d) applying principles of ship registration in accordance with the laws and regulations of the State and provisions of relevant conventions and agreements, and amendments thereto. The State of registration requires providing of all the relevant information necessary for full identification and accountability concerning ships flying its flag.
