Any state, even a landlocked state, has the right to grant ships the right to sail under its own flag. State ship registers are "national" (or "closed"), registering ships that belong only to residents - individuals or legal entities (for example, the State Ship Register of Ukraine), as well as "open", giving the right to register a ship (yacht) to everyone (for example, Panama, Belize, British Virgin Islands, etc.).
