IMMARBE issued Circular regarding Testing Period for the RISK4SEA PSC Intelligence Platform

The International Merchant Marine Registry of Belize (IMMARBE) hereby informs all Shipowners/ISM Operators of the testing of the RISK4SEA Port State Control Intelligence Platform at IMMARBE. This system will engage vessels operating in or around the Paris MoU. Operators of vessels within this area can expect to receive an email from the system concerning the likelihood of PSC inspection and detention risk. If a vessel is due for PSC inspections, a self-inspection checklist will be provided comprising the most likely items to be inspected by PSC which must be verified on board before arrival at a given port.

Technical Department of IMMARBE requires that ALL vessels calling Paris MOU ports must comply with the following:

  • All Shipowners, ISM Operators shall bring the attention of their ship master to the content of this Circular.
  • With immediate effect, all vessels calling Paris MoU Ports shall be included in the RISK4SEA PSC Intelligence Platform and shall make due regard to the recommendations and actions proposed in the checklist.
  • A copy of the checklist and photo report verifying the condition of the items in the list shall be submitted to IMMARBE’s Technical Department at inspections@immarbe.com
  • The Flag Administration anticipates operators cooperation during this testing period. Nevertheless, should an operator fail to cooperate, the Administration will have no other choice but to take disciplinary measures in accordance with its Statutory Instrument No. 56 of 1999, Registration of Merchant Ships Disciplinary Regulations 1999.
