Circular from Panama Maritime Authority regarding Correction of Deficiencies found in ASI Inspections

The Panama Maritime Authority (PMA) requires all DPA, Owners/Operators of Panamanian flagged vessels to report, using the Monitoring and Correction of Deficiencies Form, the corrections of deficiencies raised due to an Annual Safety Inspections within the next 30 days, as it is stated on the ASI Form, to the following email address: marsegur@amp.gob.pa. The report must be duly documented: pictures, class or recognized organization survey report, certificate, certificate of maintenance, invoice, documents showing the correction done as supporting evidence depending the type or class of deficiency.

This procedure shall be included in the vessel’s ISM manual. The certification process relevant to a Safety Management Certificate to a ship in the following steps: initial verification, intermediate verification, renewal verification and additional verification shall include a review of the status of the last flag state inspection. In case there is a deficiency or deficiencies not duly closed by the PMA or corrections of deficiencies have not been provided to the PMA (marsegur@amp.gob.pa) in the period established (30 days) this must be recorded as a finding in the audit report.
