2021 Amendments to MARPOL Annex VI

The International Merchant Marine Registry of Belize (IMMARBE) would like to bring the amendments to MARPOL Annex VI to the attention of Ship Owners, ISM Operators and Recognized Organizations and to inform of the procedures to be followed for Belize registered vessel for the introduction of the regulations 23 and 25 regarding Energy Efficiency Existing Ship Index (EEXI), regulation 28 regarding Operational Carbon Intensity Indicator (CII) and regulations 26.2 and 26.3 regarding Ship Energy Efficiency Management Plan (SEEMP) that will enter into force on 1 November 2022.

Regulations 23 and 25 regarding Energy Efficiency Existing Ship Index (EEXI) requirements are applicable to all ships of 400 gross tonnage and above and regulations 26.2, 26.3 and 28 regarding Ship Energy Efficiency Management Plan (SEEMP) and the Carbon Intensity Indicator (CII) respectively apply to ships of 5000 gross tonnage and above, engaged in international voyages.

Recognized Organizations in charge of the issuance of the International Air Pollution Prevention Certificate (MARPOL Annex VI) to a specific vessel shall carry out the verification process of this vessel.

This verification will be in accordance with the Guidelines for the verification and company audits by the Administration of Part III of the Ship Energy Efficiency Management Plan (SEEMP) developed by the Organization (Resolution MEPC.347(78) adopted on 10 June 2022). Upon completion of the verification process, the Recognized Organization is authorized to issue the Confirmation of Compliance – SEEMP Part III on behalf of Belize.

The Confirmation of Compliance – SEEMP Part III will be considered as any other Statutory Certificate and therefore shall be submitted via e-mail to IMMARBE’s Technical Department to technicalservices@immarbe.com
